All Races available in the Player’s Handbook and Player’s Handbook 2 are usable as PCs in this campaign.

Attributes in character creation will be done by the point allocation method from the Player’s Handbook (or by picking one of the arrays listed after that method, as they are all created by the point allocation method). This is done to keep characters balanced so that no character is, statistically, horrendously weak or game-breakingly strong.
Alignment must be Good, Lawful Good, or Unaligned.
The languages in Winds of Change are those listed in the Player’s Handbook except that Common only allows the speaker to speak Common Bredanian. Kursk and Atlia each have their own tongue and they must be selected separately. The language of The Wilds is unknown to all but a few scholars that have learned it from artifacts. Selection of Wildling must be approved by the DM.
